Job Summary

Zachry Construction Corporation is seeking a Proposal Manager to join our Business Development/Proposal department in either Houston or San Antonio. You will champion the development and delivery of major proposals, qualifications, and other business development materials for projects within the transportation/heavy civil infrastructure market. You’ll oversee and lead proposal activities, including mentoring assigned proposal personnel, managing proposal schedules and deadlines, developing proposal outline and compliance matrices, coordinating reviews, ensuring compliance and bid strategy implementation, and providing process leadership. This position will require you to adapt to changing priorities in a dynamic environment and work on multiple assignments in tandem, with overlapping schedules.

Essential Functions

•   Manage all aspects of the proposal development (persuasive/technical writing and guidance, editing, graphics, production) from assignment/receipt of documents through delivery.
•    Participate in the development and review of proposal strategies and themes and manage the development of a Proposal Management Plan for a variety of response types valued at $200M or larger.
•    Guide the creation and review of a proposal outline that will be used as a key document design and control medium.
•    Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs.
•    Provide leadership in executing team tasks/proposal efficiency tools .
•    Mentor junior  level proposal staff while maintain and developing procedures and processes.
•    Support Business Development/Capture needs with industry and market participation 
•    Develop a review plan for the outline/storyboard, interim, and evaluation reviews of the technical, management, and overall proposal approaches.
•    Work with the Section Leaders/SMEs to ensure consistency is achieved.
•    Develop a review plan for the final review and evaluation of the proposal.
•    Ensure that appropriate review comments are incorporated into the final proposal, as determined by Pursuit Sponsor
•    Mentor/instruct Proposal Coordinators/staff in all proposal development and production activities.
•    Interface with and develop and maintain professional relationships with executives, project managers, business group managers, and content experts in a collaborative environment.
•    Oversee proposal production into a polished, client-ready package.
•    Updating/tracking progress of assigned opportunities in CRM.

Required Skills & Experience

•    Minimum seven years of progressive proposal develop experience; 4 years in the proposal management role
•    A/E/C industry acceptable; heavy civil preferred, particularly in the preparation and management of alternative delivery (DB/P3) proposals.
•    Four-year degree in Marketing, English, Business, Communications, or a related field
•    APMP/PMP/CPSM certification, a plus
•    Proficient in Adobe Creative Suite (InDesign, Illustrator, Acrobat DC, Photoshop)
•    Proficient in Microsoft 365 (Teams, SharePoint, Word, Excel, PowerPoint, Outlook)
•    Strong skills to mentor and guide to proposal junior staff 
•    Strong organizational, time management, and attention to detail 
•    Strong interpersonal skills
•    Strong verbal and written communication skills
•    Strong computer and office skills
•    Travel required as needed to finalize proposal submission.
